
The Management Services Branch (KP) has a total of 17 staff members and comprises two (2) units, namely the Finance & Procurement Management Unit and the Administration Unit. Under the Administration Unit, there are three (3) sections: the Personnel Management Section, the Records and Facilities Management Section, and the Vehicle Management Section.
The KP Branch carries out its main functions, which include coordinating personnel matters (establishment, promotion, acting duties, temporary appointments, confirmation of service, and service record books), overseeing the management of incoming official correspondence, APM files, and communication-related matters (telephone and facsimile), as well as managing, preparing, and monitoring the operating and development budget estimates.
Additional functions of the KP Branch include overseeing the management of HRMIS 2.0 (Human Resource Management Information System); supervising matters related to stores, procurement, and assets; overseeing vehicle and hostel management (logistics and domestic); supervising the upkeep, cleanliness, and overall environment of APM facilities; overseeing contracts for security control, cafeteria services, and others; ensuring that payment processes are carried out within the stipulated time frame; overseeing the payment of staff salaries and allowances, trainee allowances, and claims for external APM speakers; and supervising accounts allocated to APM (MyAgrosis, deposits, revenue, and others).
The Student Affairs and Resource Center Cluster (HEPPS) is comprised of five (5) staff members consisting of one (1) unit under it, the Co-Curricular and Student Welfare Unit. The main function of the HEPPS cluster is to plan and coordinate all management and activities related to APM students.
Aspects of student management involved such as welfare, student recruitment and convocation, co-curricular activities and value-added courses, career guidance, student personality, as well as adjusting records of marketability tracking information for APM graduates and alumni.
In addition, this cluster is also responsible for managing the operations of the APM Resource Center such as records of entry of reading materials and references for APM students and teaching staff.
The Fisheries Skills and Certificate Training Cluster (LKSP) is one of the important components of the Malaysian Fisheries Academy. LKSP acts as the main coordinator for teaching and learning activities involving the academy's two core programmes, namely the Malaysian Skills Certificate Programme (SKM) and the Fisheries Certificate Programme.
LKSP is also responsible for ensuring the quality of education management and the effectiveness of the programmes offered in line with industry requirements. LKSP is also responsible for maintaining certification accreditation by the Malaysian Qualification Agency (MQA) and the Skills Development Department (JPK). Through a structured and focused approach, LKSP is committed to producing graduates who are competent and competitive in the fisheries sector.
FISHERIES CERTIFICATE UNIT
Responsible for ensuring that the Fisheries Certificate Programme is in line with and complies with the guidelines set by MQA.
In addition, programme improvements are always carried out from time to time to ensure that delivery is always effective.
MALAYSIAN SKILLS CERTIFICATE UNIT
Responsible for ensuring that the SKM PdP: Capture Fisheries Operations is in line with and complies with the guidelines set by JPK.
NOSS and WIM reviews and continuous improvements in teaching and assessment methods are emphasized to ensure program quality.
The Development and Maintenance (D&M) Branch has 7 staff consisting of 3 Units under it, namely the Development Unit, Maintenance Unit and Multimedia Unit. The D&M Branch plans the implementation of development projects and maintenance of infrastructure, academy facilities and information technology infrastructure to ensure that the academy infrastructure and infrastructure are available and conducive for teaching and learning purposes.
The Maritime and Technical Studies Cluster (PMTP) is one of the clusters at the Malaysian Fisheries Academy that is directly involved in providing training to staff, trainees and target groups. This cluster is divided into two units, namely the Technical Sailing and Fisherman Safety Unit and the Training Ship Unit. The PMTP cluster plays an important role in developing competent human capital through various training programmes and upskilling courses in the field of sailing and safety at sea. These courses are designed to ensure that trainees receive learning that is relevant to industry developments, while producing individuals who are skilled in aspects of sailing operations, vessel handling, safety at sea, and the use of the latest technology in the maritime sector. These programmes are implemented with a theoretical and practical approach to ensure that trainees can apply the knowledge gained directly in real situations.
In addition, this cluster is also responsible for planning and supervising the operation of a KL Cermin training vessel which is equipped with the latest fishing gears for trawling operations including electronic navigation and fish detection equipment. This training vessel is used for practical training in sailing and fishing operations for staff of the Malaysian Fisheries Department, trainees and target groups. In an effort to strengthen knowledge and technology related to navigation and safety at sea, technology transfer programs such as demonstrations and in-situ training are implemented in collaboration with other departments or agencies, which aim to improve the capabilities of staff, trainees and target groups.

The Fisheries Technical Studies Cluster (PTP) has 11 staff consisting of two (2) units under it, namely the Fisheries Equipment & Machinery Unit and the Food Processing & Safety Unit. The PTP Cluster carries out the main functions and roles, namely planning, managing and implementing upskilling courses for staff and target groups of the Malaysian Fisheries Department. In addition, all PTP cluster staff are instructors for upskilling courses while some are instructors for the Malaysian Skills Certificate (SKM) and Fisheries Certificate (SP) programs.
Apart from organizing upskilling courses planned and approved by the Fisheries Headquarters, Putrajaya, the PTP Cluster also receives requests for technical courses from external departments and agencies such as the State Fisheries Office (PPN), the Malaysian Fisheries Development Authority (LKIM), IADA Ketara, Community Colleges, Malaysian Agricultural Colleges and so on.
